Guacamayaleaks: EZLN Targeted by Sedena for Constant Espionage

Confidential files of the Secretariat of National Defense (Sedena) leaked by the Guacamaya group show that the military is constantly monitoring the Zapatista Army of National Liberation (EZLN) and organizations related to the Zapatista movement.

One of the current concerns of the Sedena, evident in its reports, is the action of the EZLN in relation to the Mayan Train and other mega-projects in the south-southeast of Mexico.

The document Position of the EZLN on the construction of the Mayan Train, classified as confidential, dated January 2020, mentions the conditions of the Zapatistas in the Chiapas area, the reasons why they oppose the Mayan Train and other megaprojects, as well as the way in which they would act against such works and the federal government itself.

President López Obrador asked that the Army take charge of the Mayan Train.

Sedena believes that the EZLN could re-arm and maintains that “the risk of a resurgence of the rebel movement is still latent” due to the construction of mega-projects in the southeast of the country.

It also states that “the EZLN group represents a possible adverse factor to the internal security of the Mexican State.”

The Army recommends in an analysis dated January 20, 2019 that “the intelligence follow-up to this group requires the work of civilian and military intelligence in national security, given its background.”

In addition, Sedena considers it necessary to generate “intelligence” on Christian grassroots groups of the Catholic Church, which would be close to the Zapatistas, and also on their position with respect to the government of Andres Lopez Obrador.

Galeano

Regarding Subcomandante Galeano, the Sedena considers that “he cannot be underestimated.”

In the past he managed to raise hundreds of villagers in arms, “why shouldn’t he be able to do the same today? As Comandante Ernesto Che Guevara said: ‘There is no small enemy or negligible force, because there are no longer isolated peoples.”

Tour

Between May 2 and September 12, 2021, members of the EZLN toured 30 countries in Europe called “Travesía por la Vida” (Journey for Life).

The reports generated show that the Army followed up on the activities of the Zapatistas before, during and after their tour of Europe, with weekly reports. The military was aware of the type of coverage and impact that the visit of the Zapatista delegations would generate in Europe and in the international media.

“In the same way, it is not observed that their activities have any negative repercussion for the Mexican government,” detailed  one of the reports.

Militarization

The military reports that the Zapatistas “announced the creation of 4 new autonomous municipalities (…) which could represent an expansion of their area of influence in the area bordering Guatemala.

They also register that “currently Caracol II (Oventic) is the most relevant due to the events they have held and the indoctrination activities regularly attended by Rafael Sebastián Guillen Vicente (a) ‘Galeano’.”

Also considering the aforementioned facts, “this SDN has maintained an operational deployment in accordance with the social and criminal situation in the state of Chiapas with troops under the jurisdiction of the VII R.M. (Tuxtla GTZ, Chis.), currently with the support of the National Guard.”
